The separation unit (201) separates input light into light beams the polarization directions of which are orthogonal to each other. The silicon meandering waveguide (115) is formed in a meandering fashion on a silicon substrate (114), and transmits one of the light beams separated by the separation unit (201). The light paths (117, 119) have a shorter light path length than the meandering waveguide (115), and transmit the other of the separated light beams. The synthesis unit (202) combines the light that has passed through the meandering waveguide (115) and the light that has passed through the light paths (117, 119). The emission unit (121) emits the light that has been synthesized by synthesis unit (202).
