PURPOSE: A toilet seat having a sterilizing function and a dispenser apparatus with a sterilization substance are provided to operate a suction fan softly through an air vent channel in which the cross section of the air vent channel becomes narrower toward the outlet of a duct and dispense the sterilization substance to a great distance. CONSTITUTION: A toilet seat having a space sterilizing function comprises: a seat body; a duct(300); a suction fan(400); and a dispensing unit(500). The seat body is placed on the top part of a toilet and is equipped with a mounting housing(210). The duct is mounted inside the mounting housing. The duct is equipped with an inlet part(310) and an outlet part(320) and contains an air vent channel inside. The suction fan is placed inside the duct and sucks air from the outside through the inlet part. The dispensing unit is placed on the outlet part and dispenses the sterilization substance to the exterior space of the toilet seat body based on air flow through the suction fan. The air vent channel becomes narrower toward the duct.
