PROBLEM TO BE SOLVED: To provide a toner for electrostatic charge image development capable of providing an image in which the occurrence of a phenomenon in which toner attaches a non-image part by infusion of electric charge (infusion fogging) is suppressed.SOLUTION: A toner for electrostatic charge image development contains toner particles, and an external additive that is subjected to a hydrophobic treatment and is a rutile-type titanium dioxide particle having the specific gravity of 2.2 or more and 2.8 or less. When a rutile-type titanium dioxide particle is used as an external additive, low resistivity of toner due to infusion of electric charge is believed to be suppressed because of high resistivity of the external additive, and the external additive is believed to be easily attached to the surface of the toner particle uniformly because of the low specific gravity and the less amount of aggregates of the external additive; and accordingly, suppression of low resistivity of the toner is believed to be easily achieved.
