The present invention relates to the field of communications. Disclosed are a method, device, and system for sending, receiving, and determining timing reference information. The method for sending the timing reference information comprises: acquiring access time difference information reported by a mobile terminal (UE); generating, according to the access time difference information, timing reference information comprising identity information about a timing reference cell; and sending the timing reference information to the UE. In the present invention, one of two cells with different downlink channel timings is determined as a timing reference cell, and the timing reference cell is used as a benchmark to feed back hybrid automatic repeat request-acknowledgement (HARQ-ACK) information, thereby solving a timing problem caused when a UE uses the same uplink high-speed dedicated physical control channel (HS-DPCCH) to implement joint feedback of two pieces of HARQ-ACK information about a serving cell and an auxiliary serving cell. |
