PROBLEM TO BE SOLVED: To provide a colored resin painted metal plate showing high designability without color unevenness on the premise that a non-chromate original plate is colored by a thin-film resin that can be manufactured even on a high-speed line.SOLUTION: A non-chromate metal plate has a coloring resin layer of a thickness of 0.3-2.2 μm on at least one surface. The coloring resin layer is a colored resin painted metal plate including one, or two or more pigments, and a water soluble strontium compound and/or a nonionic surface active agent as pigment dispersant.
