Provided is a high-strength spring steel which has excellent decarburization resistance wherein the continuously casted material does not undergo breakage, which is achieved by appropriately adjusting the added amount of Sb, Sn, Bi, As, Ga, Te and In, in addition to C, Si, Mn and Cr, with respect to the conventional high-strength spring steel. C, Si, Mn, Cr, P, S and O are added and one or more selected from Sb, Sn, Bi, As, Ga, Te and In is/are added under the predetermined conditions.
