Proposed device allows discharging a portion of motive power or motor regenerative power from said accumulator or charge a portion of motive power or motor regenerative power in said power accumulator. Converter comprises control module to generate charging current instruction magnitude that makes electric current control instruction magnitude proceeding from regeneration signal as a signal indicating regenerative power suppression or regenerative torque, or regenerative current equivalent to regenerative power.
