PROBLEM TO BE SOLVED: To provide a paper packaging material capable of covering an outer peripheral surface except a bottom part of a cup-shaped heat insulating container for instant noodle or the like which is formed of a polystyrene resin-based foam sheet in a shape matched with the container. SOLUTION: The paper package is formed by wrapping a substantially fan-shaped paper sheet around a forming core of a substantially cup-shape. A large number of substantially triangular notches are formed in the substantially fan-shaped paper sheet toward the direction of an end part in the direction of its short arc-shaped side part. When the substantially fan-shaped paper sheet is wound around the forming core of the substantially cup-shape, the corresponding notch side parts are brought into contact with each other or partly overlapped and formed in a peripheral surface shape of the substantially cup-shape.
