PROBLEM TO BE SOLVED: To provide a developing device which has a developer carrier having a regular rugged shape on a surface coated with resin, and which can suppress occurrence of filming, and to provide an image forming apparatus and a process cartridge, having the developing device.SOLUTION: The developing device includes: a developing roller 42 serving as a developer carrier for supplying, in a developing area facing a latent image carrier, developer to a latent image on a surface of the latent image carrier and developing the image; and a doctor blade 45 serving as a regulation member for regulating an amount of the developer to head for the developing area. The developing device has a regular rugged shape on a surface of the developing roller 42. As coating material forming a surface layer 42f of the developing roller 42, material obtained by adding acrylic beads 42h as roughness particles to resin material 42j is used. |
