The present invention makes it possible to decide the advisability of service utilization when executing account registration and collaboration in the SSO process, without relying on human input or putting a burden on the user. A policy storage unit in this ID provider device stores, for each service provider ID, policy information for indicating a user who is allowed to transmit service data, and policy information indicating a user whose service data transmission privilege is to be cancelled. When a prescribed cycle has arrived or the utilization status of a service provider device has changed, the ID provider device acquires utilization status information regarding the service provider device sent from the service provider device, and updates a service utilization status storage unit on the basis of the acquired utilization status information. When the service utilization status storage unit has been updated, the ID provider device makes a decision about an account to be cancelled for each service provider ID.
