PROBLEM TO BE SOLVED: To suppress congestion of a line and an overload on a server by regulating electronic mail traffic while taking into consideration of bias in an electronic mail traffic amount of each user, without generating traffic for monitoring.SOLUTION: As configuration to regulate reception mail traffic in cooperation with a reception mail server 15, a proxy server 16 and an incoming notification distribution device 17, a regulation device comprises: a statistical model 21 which statistically defines a relation between an acquaintance number of a user and its user rate on the basis of construction of a social network showing acquaintances/friendship of the user; a reception mail data amount calculation unit 22 which calculates a data amount for one session in mail reception of each user on the basis of the statistical model 21; and a mail reception regulation unit 23 which regulates mail reception in each terminal so that a total traffic amount of the reception mails does not exceed a line capacity of a bottleneck, and a number of simultaneous connection of the reception mail server 15 and the proxy server 16 does not exceed an upper limit. |
