PROBLEM TO BE SOLVED: To provide a precoated metal plate capable of performing arc welding without adding a conductive filler to an insulating film and to provide a method for manufacturing the precoated metal plate.SOLUTION: A precoated metal plate has an inorganic film of 1 μm or less in an average film thickness including silicon oxide and lithium oxide formed on a surface of a metal plate having surface roughness Ra of 0.3 μm or more. |
