This management server is provided with: a receiving unit for receiving type information indicating a type of application; a specifying unit which, from users with whom friend relations have been built in an application previously used by the requesting user, specifies some or all of candidate users who fulfill three conditions, namely a first condition that an application indicated by the type information is used, a second condition that a friend relationship has not been built with the requesting user in said application, and a third condition that in said application, a maximum limit of friends has not been reached; and a display control unit which controls the display of the terminal device of the requesting user such that said some or all candidate users specified by the specifying unit can be selected.
