The purpose of the present invention is to transfer broadcast packets and multicast packets in an environment in which a link aggregation group is configured in a centrally controlled network. The control device is provided with: a topology management unit which manages a network topology configured to include multiple relay devices; a link aggregation group management unit which groups the ports of multiple relay devices having physical links to an arbitrary node of the network topology, and manages the group as a port of a virtual logical link to the arbitrary node; and a relay device control unit which controls the relay devices having the grouped ports so that when a broadcast packet or multicast packet is received multiple instances of the same packet are not transferred on the physical links forming the virtual logical link.
