PURPOSE: A mobile statement issue method and a mobile statement issue agent performing the method are provided to issue proper mobile statements to corresponding mobile agents by dividing the proper mobile statements by using a transmission mode descriptor. CONSTITUTION: A mobile statement generating unit(210) receives approval details including an identifier about a corresponding mobile agent to generate mobile statement data. A descriptor determining unit(220) receives a transmission mode descriptor related to the corresponding mobile agent from a communication manager agent based on the identifier.
