PROBLEM TO BE SOLVED: To provide a rust preventive film forming method for a metal substrate whose surface is susceptible to oxidation due to galvanization etc., and a rust preventive film forming agent used for the method, wherein the rust preventive film forming agent can provide sufficient rust prevention properties and decorative properties while being completely chromium-free, and in the steps, treatment by a dip and spin method same as in conventional chromate treatment is possible.SOLUTION: The rust preventive film forming agent is an alcohol solution including 0.5-7 wt.% of an oligomer of trialkoxysilane having chemical structure [R(OR)Si] relative to the total amount of the solution, wherein Ris a functional group whose terminal group is a vinyl group, an epoxy group, a styryl group, a methacryl group, an acryl group, an amino group, an ureido group, a mercapto group, a sulfide group, or an isocyanate group; and Ris an alkyl group or an alkylene group. Furthermore, a thermosetting phenolic resin, organotitanium, or organoaluminum is more preferably contained. |
