PROBLEM TO BE SOLVED: To solve the problem that a temporary buffer is required for decoder in order to store SAO offsets of partitions until decoding an image (or a portion of the image).SOLUTION: A flexible band offset (FBO) device and method are provided for performing sample adaptive offset (SAO) within an encoder and a decoder in accordance with a high efficiency video coding standard, an encoding device configured similarly and the like. The number of band offset (BO) modes and the number of required offsets are reduced. Simple encoding results from the present invention, size requirements of a temporary buffer are reduced and a more excellent and smaller performance gain than an existent SAO approach of the HEVC test model HM5 can be provided. |
