<P>PROBLEM TO BE SOLVED: To retrieve a position relation between a facility and a section or between a facility and a facility by using information on facilities and sections defined independently by each department. <P>SOLUTION: A coordinates converting part 210 generates an illumination arrangement plan on the basis of illumination coordinates information with the position of each illuminator set therein and an illumination coordinates rule 291 that defines coordinates systems of illuminators, and generates a section arrangement plan on the basis of section coordinates information with the position of each section set therein and a section coordinates rule 293 that defines coordinates systems of sections. The coordinates converting part 210 defines a specific coordinates system, and generates an integrated arrangement plan in the specific coordinates system on the basis of the illumination arrangement plan and the section arrangement plan. A facility position determining part 220 sets illumination regions and section regions in the integrated arrangement plan on the basis of illumination master information in which the sizes of the illuminators are defined and section master information in which the sizes of the sections are defined.
