PURPOSE: An initial rainwater treating device is provided to easily collect, handle, and manage precipitated sludge by treating rainwater. CONSTITUTION: An initial rainwater treating device consists of a pre-treating bath (100), a main treating bath (200), and a precipitating and discharging bath (300). Rainwater is injected into a lower injecting bath (110) through a water injecting pipe (111) and device inflow pipes (115, 116) of the pre-treating bath. The rainwater undergoes a centrifugal vortex; ascends along the outer side of a sectioned conical screen (112); passes through a through hole (114) of a partitioning plate (113). The rainwater passes through a mesh type filtering container (121) of an upper filtering bath (120) and is transferred into the main treating bath by a siphon pipe (122). The device inflow pipes are combined to the conical screen by penetrating from the outer side to the inner side of the conical screen. An angle of inclination is formed between the device inflow pipes in order to allow the lateral end parts of the device inflow pipes to be downwardly inclined toward a lower opening of the conical screen.
