PURPOSE: A method and a device for performing encrypted communication through load distribution in IPSec VPN are provided to improve the efficiency of the utilization of the overall system resource by distributing a load related to the encryption and decryption between an acceleration chip and a processor. CONSTITUTION: An encrypted communication performing device determines an encryption algorithm to be implemented to perform encrypted communication through an internet key exchange between the VPN devices (201). The encrypted communication performing device generates security related information (202). The encrypted communication performing device selects one of the software implementation method using a processer and a hardware implementation method using an encrypted acceleration chip in order to implement the encryption algorithm for distributing a load related to the encryption and decryption between the encrypted acceleration chip and the processor of the VPN device (203). The encrypted communication performing device performs encrypted communications by coding and decoding data transmitted through a communication tunnel based on the selected encryption algorithm implementation method according to the encryption algorithm in the security related information (204).
