PURPOSE: An apparatus for opening and closing a hatch, and a ship and a marine construction having the same are provided to control the movement of water between the space of a hull and outside the hull through the rotation of a body, thereby simplifying the structure of the same and reducing an installation space for the same. CONSTITUTION: An apparatus for opening and closing a hatch includes a body (100), a rotary shaft (110), and a driving part. The body rotates in order to form a first state in which water moves inside or outside a space (107) at the hull (105) of a ship or a marine construction through the hatch (109), and rotates in order to form a second state in which the movement of the water is blocked or interrupted. The rotary shaft is connected to one side of the body, and transmits a rotational force to the body. The driving part supplies rotational power to the rotary shaft.
