PROBLEM TO BE SOLVED: To notify notification information including the information indicating whether or not cell reselection to an RAT other than the visiting RATs is permitted, and to determine whether or not the RAT of a mobile terminal is switched based on the notification information.SOLUTION: The mobile terminal includes a cell reselection setting unit which sets whether or not cell reselection to a second base station is performed when a first base station is inaccessible, and an access control unit which performs cell reselection according to the setting by the cell reselection setting unit. The cell reselection setting unit determines whether or not cell reselection is performed according to the cell reselection permission information indicating whether or not cell reselection included in the notification information from the first base station is permitted. |
