PURPOSE: An oriented electrical steel sheet and a method for manufacturing thereof are provided to manufacture an oriented electrical steel sheet in which an adhesion of an insulating film is improved by forming a nickel plating layer on a surface of a steel sheet. CONSTITUTION: A method of manufacturing an oriented electrical steel sheet comprises the following steps: the oriented electrical steel sheet in which a forsterite film is removed or a formation of the forsterite film is suppressed is provided; a nickel plating layer is formed on a surface of the electric steel plate; an insulating film for granting a tension is formed on the nickel plating layer; and the insulating film is formed by being dried after applying a coating agent which comprises a colloidal silica, a metal phosphate, and a hydroxide on a surface of the electric steel plate in which the nickel plating layer is formed.
