Provided are a bearer mode selection method, a packet gateway and a policy and charging control function entity, which relate to the technical field of communications and solve the problem of a base station selecting a suitable air interface transmission mode for a bearer of a mobile terminal. The method comprises: receiving indication information about an air interface transmission mode supported by a mobile terminal (101); determining an air interface transmission mode permitted by a bearer bound to a service flow of the mobile terminal in accordance with the indication information and enhanced policy and charging control rules sent by a policy and charging control function entity (102); and sending a session establishing response message to a serving gateway subordinate to the mobile terminal, the session establishing response message comprising the air interface transmission mode permitted by the bearer so that the serving gateway can pass through a mobile management entity subordinate to the mobile terminal, and sending the air interface transmission mode permitted by the bearer to a base station subordinate to the mobile terminal in order to conduct data transmission (103). The present invention can be applied to bearer mode selection.
