PURPOSE: A hole detecting device and a method using a dual camera are provided to reduce costs for installing equipment and maintaining as separate additional equipment for preparing a width change of a steel sheet and meandering thereof is not necessary. CONSTITUTION: A hole detecting device comprises a light source(10), a first camera(21), a second camera(21), a signal processing unit(30), and a display unit(40). The light source irradiates lights on a steel sheet(100). The first camera, which is installed in a side opposite to the light source based on the steel sheet, detects the lights incident from the light source, thereby generating first images. The second camera, which is installed adjacent to the first camera, detects the lights incident from the light source at sensitivity lower than that of the first camera, thereby generating second images. The signal processing unit makes the first and second images input by the first and second cameras binary, generates third images by removing saturated object among objects composed of pixels having binary image value "1", which are mutually connected" from the binary coded first images, and generates hole detecting images by composing the third images and the binary-coded second images.
