A flow element (22) controls or regulates fluid flow between an input line connector and a valve connector (6). The flow element is designed such that the flow element allows and prevents fluid flow between an inlet port (4) and the valve connector in the compensating chamber in two fluid levels, respectively, which one of the fluid levels is lower than the other fluid level.
