A communication system comprises: a plurality of ad hoc communication networks each formed by one or more communication units and a single gateway; and a monitor server (1) that monitors each ad hoc communication network. The monitor server determines, on the basis of both a result of monitoring the load state of each gateway and a result of monitoring the congestion state of radio traffic, whether it is necessary to implement a load distribution control whereby communication units under the command of a first gateway (GW 2A) are shifted to be under the command of a second gateway (GW 2B) disposed on the periphery of the first gateway. If having determined that it is necessary to implement the load distribution control, the monitor server instructs at least one of the first and second gateways to broadcast a signal that includes control information indicating a condition of a communication unit to be shifted and that orders the reselection of a gateway that is a participation destination.
