Disclosed is a photoelectric conversion element, which is provided with: a photoelectric conversion layer (2), which is provided on a light transmitting substrate (1); a current collecting electrode (3), which is provided at least on a part of the photoelectric conversion layer (2); a counter electrode conductive layer (5), which is provided to face the light transmitting substrate (1); a catalyst layer (8), which is provided on a counter electrode conductive layer (5) surface on the light transmitting substrate (1) side; and a carrier transport material (5), which is provided between the light transmitting substrate (1) and the catalyst layer (8). The photoelectric conversion layer (2) includes a porous semiconductor layer (2a), and dye that is adsorbed on the porous semiconductor layer (2a), and a quantity of the dye adsorbed on the porous semiconductor layer (2a) is 5×10-5 mol/cm3 or less. Also disclosed is a method for manufacturing the photoelectric conversion element.
