<P>PROBLEM TO BE SOLVED: To provide a media communication system and method for media encoded using scalable coding with temporal scalability. <P>SOLUTION: The system comprises: at a transmitting endpoint, an encoder or media server that transmits media encoded using scalable coding with temporal scalability; and a decoder at one or more receiving endpoints.
