CONSTITUTION: A water retention facility operation system through a real-time control includes a rain water retention facility, a CSO retention facility, a measurement unit(150), a real-time central control server(160), and a driving unit(170). The rain water retention facilities are separated from each other. The CSO retention facility is separated from the rain water retention facility. The measurement unit measures a water level, water flux, and water stream velocity of an intercepting sewer to lead sewage to a sewage treatment plant, the sewage treatment plant and an effluence river in real time. The real-time central control server determines whether to operate a flood gate or a pump of the rain water retention facility, the CSO retention facility, the intercepting sewer, the sewage treatment plant, and the effluence river in real time, by receiving the measurement data. The driving unit operates the floodgate or the pump according to the command of the real-time central control server.
