PROBLEM TO BE SOLVED: To reduce a prediction error when a block of a decoding image referred to upon motion compensation and the like when a frame image which is included in a dynamic image and in which two images are arranged in parallel is encoded or decoded is a boundary block straddling a boundary of the two images.

SOLUTION: An encoder 10 determines height of correlation with an image of an encoding block on an image of a first region corresponding to a first image included in a boundary block straddling a boundary of the first image and a second image in blocks included in a decoding image and an image of a second region corresponding to the second image on the basis of local information related to the encoding block when a motion vector is detected and motion is compensated by using the decoding image on the encoding block of an encoding object, and performs replacement processing for replacing the image of the region whose correlation with the image of the encoding block is determined to be low with a replacement image generated by using a pixel value of a region whose correlation with the image of the encoding block is determined to be high.
