<P>PROBLEM TO BE SOLVED: To efficiently perform scheduling for allocating resources of a plurality of carriers. <P>SOLUTION: A scheduling device (base station device 1) comprises: a resource residual rate calculation unit 204 for calculating a resource residual rate that is specified for each carrier in advance, with respect to a plurality of carriers; and an allocation unit (RB allocation unit 208) for allocating a resource of the carrier to a wireless communication device on the basis of the resource residual rates of the respective carriers that are calculated by the resource residual rate calculation unit 204.
