Provided is an identification information generation device capable of generating identification information that ensures perfect individual identifiability. This identification information generation device is equipped with: an information separation unit that separates a k-bit (k is an integer equal to or greater than 1) encryption key and (r - m)-bit (m is an integer equal to or greater than 1) second identification information from r-bit (r is an integer equal to or greater than 2) first identification information which is physically unclonable and output from an identification information output unit that outputs the same response to the same response request; an information combining unit that combines the second identification information with m-bit third identification information, which enables x devices to be identified, and outputs fourth identification information; and an encryption unit that applies predetermined processing to the fourth identification information by using the encryption key in order to generate r-bit fifth identification information. |
