<P>PROBLEM TO BE SOLVED: To obtain a valve to regulate hydrogen pressure and to minimize fluctuation in pressure of hydrogen received by a fuel cell. <P>SOLUTION: A valve element 60 has a housing 61, a movable internal body 64 arranged in the housing and biased, and an extension member 65 extending to an external of the housing. The movable internal body forms an inner seal in a valve element by being biased to a sealing surface and the inner seal is formed while being separated from an extension member. The extension member has an outside cavity pipe and a rod member slidably arranged in the interior. The rod member is bonded with the movable internal body, and a fluid flow path 79 is formed through the valve element when the movable internal body moves so as to go away from a sealing surface.
