<P>PROBLEM TO BE SOLVED: To provide a technique for efficiently executing broadcast transmission. <P>SOLUTION: An RF part 52 and a modulating/demodulating part 54 receive signals reported from plural portable terminal devices, respectively. A grouping execution part 68 selects any of the plural portable terminal devices on the basis of the received signals. The modulating/demodulating part 54 and RF part 52 report the selection results.
