PROBLEM TO BE SOLVED: To realize stable supply adjustment of supply developer in a case where a developer inlet is disposed downstream of a first conveyance path in a developer conveyance path in a developing device in which toner is supplied from a toner container in association with decrease in developer in a developer retaining unit.

SOLUTION: A conveying capacity suppressing unit 26 forms a retaining unit 27 at a position facing a toner supply port 25. Depending on an amount of toner in the retaining unit 27, an amount of toner flowing into a developing housing 210 from a toner container 30 is adjusted. A first paddle 23c passes toner to a second conveyance path 222 from a first conveyance path 221. The toner excessively retained in the retaining unit 27 flows out to the second conveyance path 222 side from a gap where the conveyance capacity suppressing unit 26 and a first communication path 223 overlap with each other in an axial direction.
