The device has a turbine for driving a current generator or a hydraulic lifting pump. Multiple blades (3) are arranged at a contour of a drum (13) that rotates about a central axis (2). The blades are inclined at an angle with respect to a radius of the drum. The blades are completely arranged in a framework (1). The turbine is utilized in a horizontal position or a vertical position such that the turbine is functioned during starting process without resorting auxiliary energy for rotation. Hoops (12) are installed on the blades with large or less regular intervals.
