PROBLEM TO BE SOLVED: To suppress power consumption in application execution environment where an application is made to wake up by a broadcast intent.

SOLUTION: A suppression condition determination section 113 determines conditions of whether or not (1) a panel is under a stopping state and (2) an application has received distribution permission of a broadcast intent and suppresses distribution of a broadcast intent in accordance with the condition determination.
