<P>PROBLEM TO BE SOLVED: To solve the problem that since it is possible to introduce a meter-reading value every 30 minutes by introducing a smart meter, and it is considered that much more various types of charge plans such as changing a price in accordance with a time zone are provided, preparing one charge calculation table for every charge plan results in an increase in the dimensions of arguments for calculating charges and an increase in the data amount of the charge calculation table, and that since a new charge tabulation table is required each time the charge plan is added, it is difficult to apply the charge plans with a medium of a small capacity such as a handy terminal. <P>SOLUTION: In the present invention, a charge calculation logic is divided, and a plurality of divided charge calculation logics are combined so that a charge calculation result can be obtained. Even when charge plans are different, the charge calculation block is divided into units such as basic charges and usage-based charges ("unit price"×"usage") so that it is possible to share a part of results.
