PURPOSE: A shallow heat energy maintaining body and an electronic device which emits heat by a fluid exchange are provided to emit heat energy by absorbing heat energy about fluid which has a relatively high temperature by a heat regulator which is installed in the shallow heat energy maintaining body. CONSTITUTION: A transformer(101) is installed in a housing(100) and includes cooling fluid(103) inside of the housing. An external heat discharging device(302) is installed in the outside of the transformer and performs a flow by a circulation of insulation cooling fluid(103) which is injected into the internal housing of the transformer and a fluid pipe. A middle heat discharging device(304) delivers heat energy to each other by combining with the external heat discharging device and delivers the heat energy of the transformer to a heat discharging unit(309) by circulating cooling fluid(311) which is driven by a pipe(305) and a fluid pump(306). The heat discharging unit is inserted into the shallow heat energy maintaining body(108) which is comprised of ground, a lake, or a river. The fluid pump discharges heat by the shallow heat energy maintaining body and a fluid exchange.
