A virtual machine deployment decision unit for managing a plurality of physical machines as machines for deploying a virtual machine acquires a type of software that will run on the virtual machine and setting information that includes the software operating policy. The virtual machine deployment decision unit, based on the acquired setting information, refers to information for determining a deployment condition defined by associating a deployment condition for selecting a physical machine to be the deployment destination for the virtual machine with the software operating condition; and, based on the reference result, selectively decides a physical machine to be the deployment destination of the virtual machine from among the plurality of physical machines.
