A method for transmitting a power headroom report (PHR) from a terminal according to an embodiment of the present invention may include: determining whether a time alignment timer (TAT) for a serving cell is operating; and transmitting, to a base station, a PHR including only the PHR on the serving cell in which the TAT is operating.
