PURPOSE: An idle UE(User Equipment) distribution method and a device thereof are provided to distribute UE by considering information indicating a load for each carrier in a mobile communication system. CONSTITUTION: A control unit(603) determines a search rate in a carrier based on information indicating a load for the carrier. The control unit determines a cell reselection priority for an idle terminal based on a determined search rate. A transmission unit(605) transmits the determined cell reselection priority to the idle terminal. The information indicating the load includes information indicating carrier distribution. The control unit determines the cell reselection priority and the searching rate based on the information indicating the carrier distribution.
