PROBLEM TO BE SOLVED: To provide a processor for generating and distributing distribution data as advertisement content from each of content data as a plurality of advertisements under the consideration of the term of validity of advertisements and the upper limit of the file size of the advertisement content.

SOLUTION: A processor determines a plurality of content data to be distributed from content data acquired and stored (S101) and respectively set with the term of validity on the basis of the term of validity (S103), and generates distribution data such that the total sum of capacities becomes smaller than a preliminarily specified predetermined capacity by using each of the plurality of content data to be distributed (S105 to S109). Then, the processor distributes the distribution data in accordance with specified distribution conditions (S119).
