<P>PROBLEM TO BE SOLVED: To provide a technology for implementing multiplex transmission even under various kinds of transmission line environments. <P>SOLUTION: An acquisition section 32 acquires a transmission line matrix with transmission line characteristics between each of a plurality of transmitting-side antennas and each of a plurality of receiving-side antennas as elements. A first derivation section 34 performs singular value decomposition on the transmission line matrix to derive a singular value matrix of a diagonal matrix in which singular values are disposed and tp derive a weight matrix of an unitary matrix corresponding to the singular value matrix. A second derivation section 36 derives a degree of difference between singular values disposed in the singular value matrix.
