<P>PROBLEM TO BE SOLVED: To quickly detect occurrence of failure in a battery while avoiding incorrect determination. <P>SOLUTION: The device includes a battery voltage detecting circuit 22 (sensing means) for detecting the battery voltage VB; an failure determining value producing means 23 (setting means) for obtaining the battery voltage VB detectd by the battery voltage detecting circuit 22 for setting an failure determining value TH1 based on the obtained voltage in a predetermined period from operation of an internal combustion engine to a state to be started (IG on) until the vehicle starts running; and an failure during running determining means 24 (failure determining means) for determining that failure has occurred when the battery voltage VB detected during running of the vehicle is lower than the failure determining value TH1. If charging of the battery is started accompanying the start of running, the battery voltage should be raised to higher than that of the time of IG on.
