A fuel cell electrode catalyst layer (13) of the present invention includes a catalyst (131b), a carrier (131a) for supporting the catalyst, and two or more proton-conductive materials (133) contacting at least parts of the catalyst and the carrier and having different dry mass values per mol of a proton-donating group. A proton-conductive material having the highest dry mass value per mol of the proton-donating group among the proton-conductive materials contacts at least part of the catalyst and has the largest contact ratio in the surface of the catalyst.
