Next, the ALF class classification processing unit 102 performs class classification processing of a pixel C2, which is next in raster scan order on a screen after the pixel C1. The ALF filter operation unit 103 performs filter operation processing of the pixel C2 by using a class value for the pixel C2, which represents a result of the class classification processing.
