PROBLEM TO BE SOLVED: To prevent an increase in processing cost by not using a depth image in encoding.

SOLUTION: A multi-viewpoint image encoding device comprises: a parallax information generation unit that generates parallax information for each image region unit between a first viewpoint image as an image at a first viewpoint and a second viewpoint image as an image at a second viewpoint; an intra-viewpoint predictive encoding unit that performs intra-viewpoint predictive encoding on the second viewpoint image with a second viewpoint image of a different frame to generate first data; and an inter-viewpoint predictive encoding unit that performs inter-viewpoint predictive encoding with the first viewpoint image on the basis of the parallax information to generate second data.
