CONSTITUTION: A steel manufacturing method for improving the manganese recovery rate comprises the following steps of: placing(S10) a recovered ferromanganese slag into a steel converter for manufacturing, and producing(S20) molten metal by placing the ferromanganese slag and blowing oxygen, which is for decarburization, into the steel converter at the same time. In this step, the ferromanganese slag is pulverized and is put into the steel converter. The ferromanganese slag is pulverized into a size of 5-25mm.
